Multi-Language for Visual Studio is implemented as a Package for Visual Studio.
The version to use depends on your version of Visual Studio.

SQL Server installation for the Multi-Language Global Database
This installation will copy an SQL Server database file to your computer, attach it to an existing instance of SQL Server Express (2005 or 2008) and configure the Multi-Language Add-In to use this file as its global translations database. (It will not install SQL Server itself.)
The standard installation uses an Access database.
